Introduction to the New Pathway
The conflict between Hamas and Israel, ignited by attacks on October 7, has led to immense suffering in Gaza. Many Canadians worry about their relatives’ safety, prompting Canada to introduce measures in December to support those who can leave the region.
On January 9, 2024, Ottawa announced a temporary resident pathway for extended family members in Gaza with Canadian connections. This initiative, unveiled by Minister Marc Miller, offers a safe refuge for Palestinians with Canadian family ties.
Eligibility and Support
Who Can Apply?
This program targets Palestinians affected by the Gaza crisis who have Canadian citizens or permanent residents in their family. Eligible relatives include spouses, partners, children, grandchildren, siblings, parents, or grandparents, along with their immediate family.
Opportunities in Canada
Upon arriving in Canada, individuals can apply for fee-exempt study or open work permits, aiding their self-sufficiency. They will receive three months of health coverage under the Interim Federal Health Program and access to settlement services like language training.
Challenges and Requirements
Exiting Gaza remains difficult due to regional restrictions. Applicants must fulfill all entry requirements, including biometrics, to be approved for entry into Canada.

- The public policy’s temporary resident visa exemptions expire on January 9, 2025, or when 1,000 applications are processed.
- Visas will be valid for up to three years or until the passport expires, whichever is sooner.
- Fee-exempt study and work permits are available to immediate family members of Canadian citizens or permanent residents.
