News Update: Enhancing Immigration for Economic Growth

Immigration plays a crucial role in strengthening Canada’s economy by filling labor gaps and fostering community development. During the pandemic, newcomers were vital in addressing labor shortages, particularly on the front lines. Despite Canada processing a record number of permanent resident applications in 2021, challenges like processing delays have caused frustration among those seeking to work or reunite with family in Canada. These issues, exacerbated by pandemic-related factors, need urgent attention.

On January 31, 2022, Minister Sean Fraser unveiled initiatives to modernize the immigration system and enhance client experiences. These changes aim to address issues faced by clients and ensure predictable processing times.

Government Initiatives to Improve Immigration Processing

Investments and Staffing Enhancements

Recognizing the long wait endured by skilled newcomers, the Canadian government, in its 2021 Economic and Fiscal Update, proposed an $85 million investment to reduce application backlogs. This funding will enable hiring additional staff, helping to meet labor demands and restore service standards for various immigration programs by year-end, including study and work permits and PR card renewals. Efforts are also underway to expedite visitor visa and citizenship proof processing.

Advanced Analytics and Digital Transition

To speed up processing, advanced data analytics are being employed to sort and process visitor visa applications, significantly reducing assessment times. A digital platform transition will also streamline processes, particularly for permanent residence applications, minimizing COVID-related delays. By summer 2022, more clients will be able to use the digital application portal, ensuring quick confirmation of submissions. For spousal sponsorship, processing times have returned to the standard 12 months for recent applications.

Additionally, a new Permanent Residence Application Tracker will be introduced to provide clients with easy access to their application status online.

Virtual Solutions for Citizenship

To address pandemic challenges, IRCC has developed a portal enabling applicants to finalize their permanent residency without in-person interaction. Since June 2021, 225,000 individuals have utilized this portal.

For citizenship processes, online testing, virtual ceremonies, and an application tracker have been implemented. Approximately 350 virtual ceremonies occur monthly, with over 170,000 new citizens sworn in since April 2020. Future plans include allowing applicants to self-administer the Oath of Citizenship, reducing wait times at the final process stage.

Ongoing Commitment to Transparency

IRCC remains committed to offering transparent, timely information to clients. Enhancements to the online processing times tool will soon offer more accurate estimates for application processing durations. These initiatives ensure Canada remains a top destination for global immigrants.
