IRCC Announces National Call for Proposals for Newcomer Services

From: Immigration, Refugees and Citizenship Canada

Overview of the Announcement

February 18, 2019—Ottawa, ON—In an effort to enhance settlement services for new immigrants, Immigration, Refugees and Citizenship Canada (IRCC) has launched a call for proposals aimed at the Settlement and Resettlement Assistance programs.

Objectives and Details of the Proposal Process

Enhancements to the Proposal Process

The updated National Call for Proposals (CFP) process has been refined to benefit service provider organizations and increase funding adaptability. Through extensive consultations, IRCC identified key priorities, emphasizing newcomer entrepreneurship, private sector engagement, and support for vulnerable groups, such as refugees, youth, and LGBTQ2+ individuals.

Services Offered Through the Programs

The Settlement Program provides newcomers with essential information about Canadian life, language training, employment assistance, and networking opportunities. These resources help newcomers integrate and thrive, contributing to welcoming communities. The Resettlement Assistance Program addresses immediate needs, such as temporary accommodation, for government-assisted refugees.

The CFP process ensures a fair, transparent, and effective approach to delivering settlement and integration services. Although the Settlement and Resettlement Assistance are distinct programs, they will be managed under a single CFP process in 2019. Proposals will be evaluated on their merit, availability, and cost-effectiveness.

Minister’s Statement

“The Government of Canada is committed to ensuring that newcomers have the support and services they need to make the most of their talents and experience in order to fully integrate and contribute to the Canadian economy and to their communities. The supports and services delivered to newcomers through IRCC’s programs are world class and help to make Canada a recognized international leader in settlement and integration.”

– The Honourable Ahmed Hussen, Minister of Immigration, Refugees and Citizenship
