Canada’s New Immigration Initiatives for Ukrainians
Canada is unwavering in its support for Ukraine’s sovereignty and territorial integrity. Ukrainian immigrants have significantly contributed to building Canada, and we stand with Ukraine’s people in defending shared values.
In response to Russia’s invasion of Ukraine, Immigration, Refugees and Citizenship Canada (IRCC) is launching new immigration pathways for Ukrainians seeking temporary or permanent residence in Canada.
Temporary Residence Opportunities
Canada introduces the Canada-Ukraine Authorization for Emergency Travel, a streamlined process for Ukrainians seeking temporary refuge. This initiative eliminates many visa requirements, allowing Ukrainian nationals to apply with no cap on numbers. Successful applicants, following background and security checks, can stay in Canada for at least two years. The application process is expected to open in two weeks, with priority given to current applications.
Family Reunification and Permanent Residence
Understanding the needs of families, IRCC will create a special sponsorship pathway for permanent residence, targeting immediate and extended family members of Canadian citizens and permanent residents. The program will be developed with input from the Ukrainian Canadian Congress.
Opportunities for Employment and Support
Ukrainians arriving under these measures can apply for open work permits, facilitating quick employment. Existing Ukrainian visitors, workers, and students in Canada unable to return home will also receive open work permits.
IRCC, in collaboration with government bodies and the Ukrainian-Canadian community, remains committed to ensuring these initiatives align with the needs of Ukrainians. Provinces, territories, and other partners will also be engaged in providing support.

- A dedicated service channel for Ukraine immigration inquiries is available at 613-321-4243, with collect calls accepted. Use the keyword “Ukraine2022” on the IRCC crisis web form for priority handling.
- Since January 2022, over 6,100 Ukrainians have arrived in Canada. All entrants are carefully screened to ensure safety and security.
- The Minister has granted a national interest exemption allowing unvaccinated or partially vaccinated Ukrainians with temporary resident visas to enter Canada, subject to public health requirements.
- Fees for certain immigration documents will be waived retroactively from February 22, 2022. Details will follow as these measures are implemented.
- IRCC is prioritizing processing travel documents and applications for Ukrainians and their families. Many documents are issued within 24 hours to facilitate swift relocation.
