From: Immigration, Refugees and Citizenship Canada
Recent Developments in Addressing Irregular Migration
The Ad Hoc Intergovernmental Task Force on Irregular Migration convened once again to share updates and strategize on mitigating irregular migration at Canadian border crossings.
On November 24, 2017, in Ottawa, the Chair and Federal Minister, Marc Garneau, commended members for their dedication. Ministers Ahmed Hussen and Ralph Goodale provided insights into the federal actions taken to manage this issue.
Federal and Regional Efforts
Minister Goodale highlighted the collaboration among departments and various government levels, noting a decrease in irregular crossings at Lacolle from summer highs. Discussions with U.S. Homeland Security have also been productive.
Anticipating potential increases due to U.S. policy changes, a strategic national plan was developed to be flexible and adaptable, ensuring preparedness across regions.
Regional Preparations
Provincial officials are working on regional plans, informed by experiences in Quebec, to handle any future surges. British Columbia and Manitoba will soon test their responses, with other regions to follow.
Progress and Outreach Initiatives
IRCC’s Advancements
IRCC has significantly reduced the backlog of eligibility decisions. Interviews for asylum seekers are held within a week of arrival, and work permits are processed swiftly, with over 4,100 issued so far.
Community Engagement
Efforts continue in the U.S. to educate communities on Canada’s immigration policies. Canadian officials, including Members of Parliament, have engaged with local leaders and influencers to foster understanding and cooperation.
Provincial Responses
Quebec and Ontario have been active in outreach and support efforts. Ontario’s response to asylum seekers relocated from Quebec included comprehensive support services, setting a model for future situations.
Statements from Key Officials
“Federal and Provincial representatives have spoken several times this fall to discuss this issue and its impact on our country. We will continue our close collaboration, along with the cooperation of the US, to ensure the sustained integrity of our system and our shared border.”
The Honourable Marc Garneau, Minister and Chair of the Ad Hoc Intergovernmental Task Force on Irregular Migration
“We continue to have an open dialogue with the U.S., and we are working together to develop solutions to minimize the influx of irregular migrants.”
The Honourable Ahmed Hussen, Minister of Immigration, Refugees and Citizenship
“We have depicted the very specific experience in Quebec in connection with increased irregular border crossings since last summer. By drawing on that hands-on experience we can address any eventualities and improve our concerted efforts. The Government of Quebec is continuing to monitor the situation closely, in order to respond to a potential migration flow.”
The Honourable David Heurtel, Quebec Minister of Immigration, Diversity and Inclusiveness
“Through this task force, Ontario is working closely with the governments of Canada and Quebec to engage early on matters of irregular migration. With early discussion and information we can plan proactively, engage with municipalities and keep communities updated.”
