On November 12, 2020, Marco E. L. Mendicino, Minister of Immigration, Refugees and Citizenship, revealed a new initiative aimed at attracting Hong Kong’s students and youth. The initiative offers an open work permit and expanded pathways to permanent residency. This complements Canada’s 2021-2023 Immigration Levels Plan and supports the strong ties between Canada and Hong Kong.
Pathways and Support for Hong Kong Youth
New Work Permit and Residency Opportunities
Eligible Hong Kong residents, either in Canada or abroad, who have recently completed post-secondary education can apply for an open work permit valid for up to three years. This opportunity allows them to gain essential work experience in Canada.
Following this, a new pathway to permanent residency will be available in 2021 for Hong Kong residents in Canada meeting specific criteria, including language proficiency, education levels, and one year of Canadian work experience.
Expedited Study Permits
Canada is also expediting study permit applications for Hong Kong residents wishing to study in the country. A surge in applications in 2020 reflects interest, and those completing their studies will have a dedicated pathway to permanent residency.
Support for Canadians and Permanent Residents in Hong Kong
The government is committed to the well-being of Canadians and permanent residents in Hong Kong, ensuring they can return to Canada swiftly with expedited documentation. Family members can also travel under current exemptions, adhering to a 14-day quarantine upon arrival.
Enhancements and Additional Measures
Canada is implementing measures to speed up processing of residency applications and family sponsorships, benefiting Hong Kong residents. Additionally, application fees are waived for temporary residents from Hong Kong seeking to extend their stay in Canada.
