As the nation rebounds from the COVID-19 pandemic, the meeting provided a platform to reflect on past challenges and reinforce the federal-provincial/territorial (FPT) relationship. This collaboration aims to ensure timely and impactful partnerships.

Throughout the past year, FPT governments have shown resilience by adapting the immigration framework. They introduced virtual services and tailored programs for provincial nominees and international students to meet pandemic-induced challenges.

Progress in Strategic Immigration Planning

Ministers evaluated the progress in implementing the FPT Strategic Plan for Immigration (SPI), which was initiated in July 2020. Key policy areas, such as immigration levels and regional economic programs, were highlighted for their role in community vitality and labor market fulfillment.

Public endorsement for immigration remains robust in Canada. As a significant driver of economic and demographic growth, ministers are committed to ensuring immigration aligns with Canada’s prosperity. The FMRI aims to streamline application processes and improve collaboration on temporary to permanent residency pathways.

Key Priorities and Regional Initiatives

Ministers reviewed several focal points, including multi-year economic immigration planning, regional distribution, and the Provincial Nominee Program. Other areas of focus include enhancing Francophone immigration outside Quebec and support services for residents. Cooperation across FPT programs is pivotal to address regional needs and promote an inclusive Canada.

Note: Quebec maintains observer status in FPT discussions and independently manages its immigration policies per the Canada-Québec Accord.

Nova Scotia was absent due to an ongoing provincial election.

Statements from Key Officials

“Canada’s immigration system has been vital in addressing COVID-19 challenges and will continue to fuel economic recovery.
