On November 15, 2023, the Honourable Marc Miller, Minister of Immigration, Refugees, and Citizenship, announced the launch of a national call for proposals. This initiative aims to fund numerous service provider organizations across Canada, excluding Quebec, over a five-year period.

This year’s proposals focus on enhancing settlement and resettlement services. Key areas include supporting truth and reconciliation objectives, providing pathways for Francophone newcomers outside Quebec, and boosting programs serving racialized communities, 2SLGBTQI+, and other underrepresented groups. The initiative also seeks to integrate technology and partnerships, enhancing service delivery while maintaining quality support.

Importance of Service Provider Organizations

Service providers are crucial in welcoming newcomers, including refugees, throughout Canada. They equip these individuals with the necessary tools, resources, and information for success. Services cover language training, job assistance, and fostering connections with established residents, helping newcomers build successful lives while aiding employers and communities in becoming more inclusive.

For eligibility details and application instructions, please visit our website. We will continue to support settlement and resettlement service providers who play a crucial role in ensuring newcomers have the resources they need for their continued success across the country. Canada values the economic, social and cultural contributions of newcomers to their communities.

– The Honourable Marc Miller, Minister of Immigration, Refugees and Citizenship

Key Insights

In 2022–2023, the number of clients accessing settlement and resettlement services reached nearly 612,000.

The Information and Orientation program was the most utilized, with 80% of clients accessing it annually.

IRCC plans to invest approximately $1.1 billion annually in service organizations, a 30% increase from 2020–2021 funding levels.

Through the Canada-Quebec Accord, Quebec receives annual funding for immigrant services.

From 2012 to 2023, 46% of permanent residents outside Quebec accessed settlement services.

80% of refugees benefited from settlement services between 2012 and 2023.

Immigration fuels nearly 100% of Canada’s labor force growth, projected to account for all population growth by 2032.

Canada’s aging population will shift the worker-to-retiree ratio from 7:1 to 2:1 by 2035.

The 2021 Census revealed that nearly 25% of Canadians were immigrants or permanent residents, the highest since Confederation.

Related Resources

Settlement Program and Resettlement Assistance Program: Call for Proposals (CFP) 2024

Additional Information

Stabilizing Canada’s immigration targets to support sustainable growth

Transforming our immigration system to build a stronger Canada

Canada meets commitment to welcome 40,000 vulnerable Afghans

Canada’s response to the situation in Afghanistan

Immigration measures and support for Ukrainians and their families

The Government of Canada funds research on Francophone immigration

Contact Information

Bahoz Dara Aziz
Press Secretary
Minister’s Office
Immigration, Refugees and Citizenship Canada
Bahoz.DaraAziz@cic.gc.ca

Media Relations
Communications Sector
Immigration, Refugees and Citizenship Canada
613-952-1650
media@cic.gc.ca

The Government of Canada is committed to ensuring that eligible newcomers have the support and services they need to succeed in fully integrating into and contributing both to the Canadian economy and to their new communities. …
